CONTROL PLAN (DCP) 2015 


The Development Control Plan (DCP)applies to all properties in Sutherland Shire and 

supports the Sutherland Shire Local Environmental Plan (LEP)2015. The DCP contains 

detailed development controls and guidelines for specific types of development such as 

boarding houses,residential flats, townhouses, dual occupancies and single dwellings, 

for building setbacks, carparking, access to sunlight and for specific precincts such as 

Miranda Pinnacle Street Precinct.

DCP 2015 AMENDMENT 6 

MAXIMUM CAR PARKING RATES IN RESIDENTIAL DEVELOPMENTS 

- Due to the high rate of car ownership in Sutherland Shire, Council amended DCP 2015 to allow 

a maximum parking rate as well as a minimum rate (58% of Shire households own 2 or more 

cars). Amendment 6 proposes that all types of residential dwellings are allowed a maximum of 3 

spaces per dwelling with no reduction in residential floor space required for parking above the 

minimum rate, provided that the additional parking is accommodated in basements which do not 

extend beyond the building footprint or more than 1 metre above ground level. This is 

inconsistent with State Government parking policies which consider that additional parking can 

increase traffic congestion and Council's Integrated Transport Strategy which aims to reduce car 

use and encourage use of more sustainable foms of transport such as walking ,cycling and public 

transport.

DCP 2015 AMENDMENT 5  

“Under the previous State Environmental Planning Policy (Affordable Rental Housing) 

2009 (now repealed), private developers were provided with significant financial and 

planning incentives to build boarding houses. As a result Sutherland Shire Council saw 

a rise in the number of development applications for boarding houses , some very large 

with a large number of occupants. New controls specific to boarding house 

developments were added to Sutherland Shire DCP (SSDCP) 2015 to address public concerns about the size of boarding houses, number of occupants, built form, density, amenity impacts on neighbouring properties, incompatibility of boarding houses with local character, public safety and responsible management of boarding houses.”

DCP 2015 OTHER AMENDMENTS 

- Bicycle parking in all residential flat and multi dwelling developments at the rate of one 

bicyle space per 10 car spaces for the first 200 spaces one per 20 spaces thereafter. 

- Street trees to be planted on the side of the street under power lines as a condition of 

residential flat and multi dwelling developments. Trees must be indigenous, no higher 

than 4 metres and selected from Council's Native  Plant Selector on Council's website. 

Currently trees are not planted under power lines.
