UPDATE August 5 2021 SCATL SHARED PATH
The petition (link below) supported by the Sutherland Environment centre and
Bicycles NSW calls on Minister Constance to implement the original vision for the shared cycleway from Sutherland to Cronulla- beside the rail corridor. The current proposal has too many hazards and will be a white elephant.

The new current proposed stage 2 of cycleway/shared path which now
finishes at Gannons Road and runs along the Kingsway 65% on the footpath as sharedpath and 35% on road separated is inconvenient and not a vision for the future supported by previous consultations with residents or Council.
Note that when the State Government’s expenditure committee questioned the Transport Minister two months ago (Feb 2021) page 33 of attached document, it was revealed that $710 million has been set aside for Active Transport

We need to show State Govt that residents will not accept this new curent proposal for change of routing.

The current State Government
has announced that they will provide 4.3 million dollars to complete the design of stage 2 of SCATL and will complete the entire route from 2021 to 2023 at a cost of $30 + million dollars and the Sutherland Shire Council which totally supports SCATL will contribute

The Roads and Maritime Services (RMS) have walked the Shared Path Route with Council to identify what is feasible. We now need
funding.
The Sutherland Council has purchased the 1961sq metre site next to Kirrawee train station for a park. The park could help facilitate implementation of the Sutherland to cronulla shared path (SCATL)

NOVEMBER 2020 WOOLOOWARE BAY CYCLEWAY
Council and the developer of Stage 4 of the Woolooware Bay Development are to enter into a voluntary Planning Agreenment. As part of agreement , 1.4 million dollars
will be contributed for provision of new bicycle links including Woolooware station to Cronulla station link and connection to the Sutherland to Cronulla Active Transport Link.

WE ARE STILL WAITING FOR FINAL SCATL ROUTE TO
BE RELEASED.
It is an ongoing struggle to stop developments along the rail corridor which would impinge on the effectiveness of SCATL.Council is committed to negotiating with developers to protect and enhance the SCATL route however
we need a finalised route immediately.
Recently (August 10) residents and Councillors opposed the granting of a site compatibility certificate 1 for the rezoning of number 1 Panorama Avenue Woolooware for a three storey residential flat
block. We are concerned that it will compromise the Sutherland to Cronulla Active Transport Link route (SCATL). The proposed residential flat building is backing on to the rail corridor within 3metres of the boundary where the current SCATL route is proposed.The
distance between the corner of planned residential site and the Swan Street access is 8 metres which is insufficient to negotiate additional land to accommodate the SCATL access.This development would set a precedent for buildings which could compromise
the effectiveness of SCATL while it is still in the process of being resolved with the State Government.The proposal has gone to the State Planning Committee.

IT MUST BE COMPLETED AS A PRIORITY TO PROTECT THE RAIL CORRIDOR TO ENSURE THE SHARED PATH IS VIABLE. THE SCATL PLAN WILL BE INCLUDED IN COUNCILS NEW LEP
AND CAN BE USED TO GUIDE DEVELOPERS REGARDING DEVELOPMENTS ALONG THE RAIL CORRIDOR.

The purpose of this report is to update Council on the status of the Sutherland Cronulla
Active Transport Link (SCATL) and to seek Council's ‘in principal’ support for the project, which will assist and compliment Transport for NSW’s (TfNSW) business case being prepared for the consideration of the NSW Government.

URGENT
DA 18/1208 There is a new proposal for a 50 room boarding house at 168 Oak Rd Kirrawee right next to Kirrawee station. It is composed of 2 x two storey buildings.The building as currently proposed impinges on the planned shared path in the rail
corridor.
Council is currently reviewing plan.
In submissions request that building setback from the rail corridor be increased to provide sufficient width for the SCATL from Oak Rd.

Summary of Meeting with Mark Speakman regards SCATL on last Friday 5th October 2018 .
Meeting was attended by some members of the Sutherland Shire Environment centre and some local residents all of
whom are part of his Cronulla Electorate
- Mark Speakman didn’t need to be convinced as to the importance and value of the proposed cycle way. He supports the
project
- He is anticipating an announcement to be made within the next three weeks
- Of general note if we
present a petition it is only effective if we have a significant number of signatories.
- Mark Speakman expressed his motivation and commitment to the completion of the project
however wasn’t specific
- He indicated that the announcement
- will confirm the project will proceed
- will be completed in stages
- likely not to be identical route as originally proposed
- will
confirm the funding issues have been resolved
- likely to have a budget of approx. $40m
- will announce a start
date however only for specified stage(s)
- will likely focus on construction starting from the West to East as some parts of the eastern area proving more problematic

3. Further consideration of Council’s commitment to the project be subject to the provision of a Business Case
for the Sutherland Cronulla Active Transport Link which examines the opportunity of revising the Section 94 Open Space Contributions Plan to fund Council's contribution of the Sutherland Cronulla Active Transport Link outside the rail corridor.
Council's main concerns with Transport for NSW’s (TfNSW) design.
· The low proportion of the SCATL (29%) proposed to be constructed in the rail corridor;
· The proposed route
along Karimbla Road between Sylvania Road and Kareena Road, Miranda; and
· The proposed route along Kingsway between Gannons Road and Connels Road, Cronulla.

BACKGROUND TO THE DEVELOPMENT OF THE SUTHERLAND TO CRONULLA SHARED PATH PROPOSAL
In
2006 more than 3000 Shire residents petitioned the State Government to build a safe shared off-road cycleway/pedestrian direct pathway from Sutherland to Cronulla. The shared path was to provide an off road option for cyclists especially children and for walkers
and runners and to give local residents the option of accessing major transport links and commercial and recreation areas without the need to take a car, navigate traffic jams and struggle for parking. An initial pathway was developed with State government
appointed Designers (GTA) and Council and four options were identified. Following community workshops the rail corridor options which were identified as viable were the preferred route supported by 85% of community groups and by Council.
The final design
was completed in 2010 and can be reviewed on the Sutherland Shire Council Website Link above with other relevant Links.
Update 2013
The long-standing proposal for an off-road shared path from Sutherland to Cronulla was put back on the agenda
thanks to the support of three local State Government members Graham Annesley (then member for Miranda), Mark Speakman (member for Cronulla) and Lee Evans (member for Heathcote).
These members met with the then Minister for Transport Gladys Berijiklian
on August 8 2013 to request her assistance in the assessment and approval of the proposed route for inclusion in the NSW State Transport Plan.
As part of the Sutherland to Cronulla Shared Path Coalition representatives from Miranda Precinct residents
association (MPRA) also attended the meeting. This meeting was a follow up from a recent community forum for the Long Term Transport Masterplan which had been held at Sutherland.
The Transport Minister Gladys Beijiklian announced on October 11 2013
that the State Government would commit up to 2 million dollars for the planning and design of a shared pedestrian cycle way between Sutherland and Cronulla.
“Funding will progress the detailed design to identify the scope and likely cost of the
project between the Sutherland and Cronulla transport interchanges”, she said. “The link would provide access to key transport, shopping and health services.”
She said the project was a “key issue” raised at the community
forum for the Long Term Transport Master Plan she attended at Sutherland last year.

THE WOOLOOWARE BAY CYCLEWAY MISSING LINK PROJECT

God news. The shared path along Woolooware
Bay is open for use from Saturday the 16th April. The official opening will be a bit later when a few finishing touches have been completed.
The Woolooware Bay cycleway (missing link) project is finally progressing again - which is great news.
( The Link will connect Woolooware Shores with Atkinson Rd around the Bay
- The stage 6 link will be completed by April. Due to problems with materials supplied it has been delayed but April is anticipated as the finish date.
